To crack down on cycle thefts officers from the Safer Transport Team held a Cycle Tagging Day over the weekend. Enfield residents were given the chance to bring their pedal cycles to Enfield Police Station and have a free microchip fitted

Two types of microchips were given out for different styles of cycle frame. Fitted inside the main frame, the microchip allows officers to scan it for an identification number if it is stolen, which can be searched and the rightful owners details obtained via the immobilise website.
In excess of 70 people attended on 24.04.10 to have a microchip fitted to their pedal cycle and officers used a Hermes notepad to register their contact details, which has a direct link to the company Immobilise.com.
Immobilise.com then creates an account and sends the owner an email at home for them to update with other identifiable markers on the bike and place other property on the account like mobile phones/cameras if they wish to do so. This is all traceable via the National Mobile Phone Register. Currently there are 2.5 million people registered with Immobilise.com.
Once the microchip has been fitted to the pedal cycle it cannot be removed.
Sergeant Neal Hemmings, Safer Transport team who was behind introducing the scheme said:“I hope the event will go some way in helping us tackle and prevent cycle theft. A lot of people attended on Saturday and I hope that future events will increase public awareness about bike security and make opportunistic thieves think twice before stealing pedal cycles."

We have been going to the clubs at opening time and working with door staff. As people are being searched as the enter the clubs we are using Apollo to check their phones. Once in the club we are then offering to register peoples phones using Hermes. This has been very successful so far and further nights out with Apollo and Hermes are planned!

Ealing police officers are now equipped with two handheld state-of-the-art scanners able to detect stolen goods. This technology allows officers attending premises and dealing with offenders to perform on the spot serial number checks without the necessity of removing suspected property to be examined at the police station, as it would have happened previously.

This equipment enables police to instantly check any property bearing a serial number (not only making savings on the costs of transportation and storage of items but also, more importantly - saving police time).

The device called Apollo automatically scans the bar code, or allows officers to manually input the serial number if no barcode is present and through wireless technology checks both the National Property Register “Immobilise.com” but also the National Mobile Phone Register “NMPR”.

The device then utilises current crime prevention and detection technology to instantly provide the details of the registered keeper, make and model of property scanned and shows if a particular item is reported as lost or stolen.

A 4 week trial at Ealing last year resulted in over 500 mobile phones and other electronic devices being checked. More than 50 mobile phones were identified as stolen. As a result, officers arrested a number of people suspected of involvement in thefts or handling stolen goods.

Detective Constable Scott Pavitt leading on this initiative said: “The Apollo is a great piece of equipment which helps us to locate stolen property more quickly and accurately, we are always looking for ways to save money and improve our service to the public. We really want everyone to work with us to help us in identifying stolen property, so I would urge the public to use the immobilise database”.

Police in Ealing would urge all members of the public to register their personal property and valuable items online using the National Property Register website “Immobilise.com”and record all of their identifiable items, such as audio-visual equipment, mobile phones, etc. This will help the police to identify them and return the items to their rightful owners should they become lost or stolen.

SCHOOLCHILDREN could find it easier to hang on to their valuables from today thanks to a new police and Safer Birmingham Partnership initiative

West Midlands Police have teamed up with the Partnership and the Home Office to support secondary school students in registering their property on the national Immobilise website.

Every schools-based police officer across the city has now been equipped with a special laptop computer which identifies barcodes and international mobile equipment identity (IMEI) numbers and can be used to register electrical goods like computers, mobile phones and Ipods.

Daniel Gibbin, responsible for serious acquisitive crime and safer travel for the SBP, said: "We have had some good feedback from officers who are using these laptops in schools to register students' valuables. Where the laptops are in common use there are fewer reports of theft."

Superintendent Peter Blackburn, West Midlands Police lead for domestic burglary, added: "Engaging with young people and supporting them is critical in delivering neighbourhood policing.

"With tools such as these, school-based officers are in a strong position to build positive relationships with young people and also help prevent them becoming victims of crime.

"Already officers are telling me amusing anecdotes of how well the registration is being supported by the young people who in turn are ordering their families to register their property."

The laptops can also be used to support neighbourhood policing initiatives. Valuables can be registered and identified using serial numbers and bar codes, but the scheme is not just for electrical items – anything from bikes and furniture to jewellery and art can be included.

The specialist Hermes laptops are produced by Radio Tactics Limited and are approved by the Association of Chief Police Officers (ACPO). They remotely dial registration information into the national Immobilise website, which West Midlands Police supports through its www.registermythings.co.uk webpage.

The on-line property registration initiative was launched by West Midlands Police 12 months ago and already more than 10,000 people have signed up to the scheme.

It encourages members of the public to register their property so that if it is ever lost or stolen and recovered by police anywhere in the country, it can be returned.

Stopped and searched a robber on Fore Street at 1830hrs. Put our new bit of kit Apollo into action. One of his phones pinged as STOLEN from Avon and Somerset with a crime ref number. Quality.Gave them a call (very helpful) who then told us about a crime report on our ground, funny enough, for a fraud. They gave us the Met ref as they had sent the fraud details from the company in Bath to the TIB. Turns out the bloke we had stopped had been ordering goods from a company in Bath (including the phone he had on him) with fraudulent credit card details. Arrested him for fraud.

Sec 18 (5) at his home address conducted and property from the original fraud found in his bedroom. Also laptops used to purchase the goods online. Only a minor fraud but what a great result with the kit, considering we’ve only had it a day!

On Thursday 5th November David Hanson, Minister of State for Security, Counter-Terrorism, Crime and Policing spent time in Birmingham's Bullring shopping centre with partners who were running a "United Streets of Birmingham" event as part of the "Not In My Neighbourhood Week". The event was organised with the intention of reaching a target audience of 2000 members of the public to raise awareness of the action partners take to tackle crime and anti-social behaviour in the city. David Hanson met the Tilley Award winning partners whose work on the Glebe Farm Estate lead to a dramatic reduction in anti-social behaviour.

The Met is going after mobile phone thieves with officers empowered to stop and search anyone they suspect from smuggling stolen phones, armed with brand new technology.

The rather gloriously named ”Apollo” system scans the phone’s International Mobile Equipment Identity (IMEI) code and checks it against a database of stolen phones. An effective upgrade of the previous system, a world-weary copper staring over imaginary glasses and asking “Are you sure this is your phone sir?”

If your phone is stolen you can report it immediately on immobilise.com, an online service which can instantly register any property as illegally absent. A test in the Ealing borough has already led to four arrests and the recovery of almost five hundred phones (so those guys were pretty busy.) Of course it’s only a matter of time until thieves adapt to the new technology, but even then any phones with it’s IMEI peeled off will be suspicious enough to warrant further investigation.

Expect to see Apollo spreading out over the city, cracking down on the roaring mobile theft market. With such high value, easy portability, and relatively painless cracking and exporting, smartphones are among the highest value-per-unit goods outside of narcotics. It’s good to see the police bringing modern equipment to bear on this very modern problem.

People stopped by the police in parts of London are having their phones scanned and instantly checked against a national database to determine whether they are stolen. The on-the-spot checks, reminiscent of Police National Computer (PNC) checks for stopped vehicles, are being trialled by officers in Ealing and Bromley.

A handheld wireless device called Apollo scans the IMEI barcode, usually found underneath a phone's battery, and runs the number against the National Mobile Property Register (NMPR), a privately-run database that styles itself "the PNC of property". It gathers data on stolen property from police, insurers, business and the public.

A Met spokesman said the device was merely a new tool officers could use when they stop and search suspects that would free control room staff from running IMEI checks manually.

The development may, however, cause alarm among campaigners and politicians, who accuse the Met of abusing stop and search powers in recent years, particularly section 44 of the Terrorism Act. It does not require police to suspect an offence before they stop members of the public.

Earlier this summer, the Ealing Borough Intelligence Unit's Apollo trial motivated a crackdown which saw 490 stolen phones recovered from homes and second hand shops, but mostly during stop and search.

Many stolen mobile phones are now destined for export, as technical measures adopted by UK operators mean virtually all are blocked from use here within 48 hours.

The Met spokesman said it was likely Apollo will be rolled out to more London boroughs, however. British Transport Police have also recently invested in the device, which is manufactured by Southampton-based firm Radio Tactics.

The devices, which can detect almost instantly if a phone has been lost or stolen, are being deployed around transport routes in Bromley to deter thefts among mainly young people.

The scanner, called Apollo, is linked wirelessly to a national stolen phone database and can electronically read a mobile's serial number - known as an IMEI number - to tell if it has been reported lost or stolen.

Officers in Ealing are also using the devices on a trial basis.

Bromley Chief Superintendent Charles Griggs said: "I want to put the word around that we are out there on the buses and transport routes actively looking for stolen phones.

"This is not the complete answer but it is another tool to help us identify stolen property. If we find people with stolen phones, they can be arrested."

The scanner's makers claim it is also useful in the fight against more serious crime and terrorism. Andy Gill, managing director of Radio Tactics, said: "Phones are shipped en masse to countries such as Pakistan and Afghanistan where terrorist networks use them as a means of making money."

Two years ago, mobile phones were involved in half of street robberies and fuelled a crimewave among children. The figures fell when the phone industry agreed to block stolen numbers within 24 hours. Criminals can unblock phones but face prosecution if caught.

Industry chiefs say the initiative is working. There were 67,233 mobiles reported stolen in London last year - an 18.5 per cent fall on the previous year.

However, police fear the recession and more sophisticated mobile phones will lead to a new surge in robberies.

A series of crime-busting schemes to thwart intruders has paid dividends with a drop in domestic break-ins in the last year.

Det Sgt Karl Rowland, who is spearheading the crime prevention attack, said: "We are pleased because the recession has fuelled an increase in burglaries elsewhere — but that's not happening in the Bay."

He revealed a special operation to code-mark property in seven streets in the Bay — to make recovery simple if goods are stolen — had seen a fall in break-ins of almost 80 per cent in just six months.

"Four burglaries have been reported in the streets over the last half-year against 20 in the period before," said DS Rowland.

The knock-on effect of such schemes was acting as a deterrent — and not displacing offenders to operate in different areas.

New technology was playing its part in making life difficult for thieves.

A new hand-held device being used in the Bay for the first time was having an impact, said DS Rowland.

The Apollo gadget can scan mobile phone bar-codes to establish whether they have been stolen.

So far 11 mobiles have been seized from people in the Bay whose phones have been identified as 'hot' by the machine, which has never been used by Devon and Cornwall Police before.

DS Rowland urged everyone to have their valuable property marked by registering free of charge on the increasingly popular website www.immobilise.com

Anything of value — from iPods and sat-navs to laptops and bikes — can be marked and registered, giving theft victims a good chance of having their goods recovered.

Meanwhile, another strike against thieves is taking off in the form of Operation Alderley which involves extra patrols out and about to catch burglars and auto-crooks in selected areas of the Bay.

At the moment the Barton and Pendennis areas of Torquay are being targeted in the operation which got underway on July 23.

So far three arrests have been made with a quantity of property seized.

And in another bid to stifle rising crime rates, the Home Office has announced £5million of funding across the country — a slice of which will pay for 1,000 homes in Plymouth and Torbay having security measures upgraded.

And victims of crime will be first in the queue to feel the benefit with new locks and secure windows being installed.

The exercise is being led by the charity Safe Partnership Limited, which has received £325,000 for five areas across the South West.

Chief executive Dr Malcolm Macleod said: "We will be working with police and victim support to identify hot spot areas and which homes are most likely to need these extra measures."

The money has come from the Safer Homes Fund, set up in April to pay for handymen to visit 45,000 homes in 93 areas of the UK to improve security.

The device, called Apollo, is a barcode scanner that links to the National Mobile Property Register (NMPR – see www.thenmpr.com), sometimes referred to as the PNC (Police National Computer) of property, and also the Immobilise databases.

Scanning serial numbers from mobile phones, laptops, ipods, SatNavs and the like, or by manually entering them via the keypad, Apollo links in to the databases and within a few seconds presents information about the item.

Results returned include whether the item has been reported lost or stolen, if there have ever been any previous checks carried out on it and whether there are any registered owner details.

DCI Simon Jones explained why BTP has made the investment: “First, it’s clear that officers rightly want a quick response on whether property is stolen so operational decisions can be made.”

“Second, the Crime department wants to use technology to help improve detections and free up control room staff who would ordinarily be burdened with making such enquiries.”

The new kit should have a number of operational uses. “I would expect it to be useful at large public events such as the Luton or Notting Hill Carnivals, where gangs have previously been known to carry stolen phones,” said DCI Jones.

“As a crime reduction initiative, the units demonstrate BTP’s commitment to identifying stolen property and highlight the need for the public to take care of their belongings.”

Andrew Griffiths, from the product’s developer, Radio Tactics, said that the device provides a portable and convenient way to access databases that would otherwise have to be viewed by control room staff or by officers carrying out subsequent enquiries from their own computers.

“There are a couple of really impressive aspects about the kit,” Andrew told the The Blue Line. “The speed with which results are returned - normally a couple of seconds - the ease of use for the system - even technophobes are happy using Apollo – and its portability.”

With meeting the every raising requirement of modern policing, officers from Ealing have recently gone mobile to tackle thieves and people involved in handling stolen goods with their new, state of the art gadget called Apollo.
 
The Borough Intelligence Unit carried out several operations using a new scanner device which detects stolen mobile phones and any other object registered on National Property Register website immobilise.com.

With mobile phones often being one of the objects most commonly lost or stolen, officers resolved to stop suspected offenders in known crime areas in order to reduce the levels of crime as well as reunite the missing objects with their rightful owners.

The scanner reads the barcode of the mobile phone and by tapping into the National Mobile Phone Register the device can tell officers immediately if the phone is reported as lost or stolen.

Apollo scanner is able to access the records of mobile phones and their owners, providing they have previously registered their items on the Immobilise.com website. It can also access lost or stolen records provided by mobile phone network providers.

The operations undertaken in various places of Ealing Borough saw over 490 mobile phones and other electronic devices checked. Several of the items checked were detected as stolen with officers making four arrests as a result.

Apart from making individual checks and following the intelligence held,officers also visited two shops known to be involved in selling stolen mobile phones. Following police action both premises were closed down and numerous items of stolen property were found and recovered.

Numerous Section 18 searches were conducted at offenders' home addresses also resulting in the identification and restoration of stolen property found on the premises.

Ealing Borough Detective Constable Scott Pavitt said: "The main aim of the initiative was to proactively identify and locate offenders, recover stolen property as well as offer reassurance and crime prevention advice to the members of the public. We are delighted with the effectiveness of this equipment and its ability to quickly identify stolen property giving us a chance to recover missing items. Apollo can no doubt play an important role in targeting and reducing the levels of crime also giving the members of the public a peace of mind and a knowledge that Police will be able to identify and recover their stolen property faster.

DC Pavitt added: "The deployment of this equipment was a great success.It is reassuring that the thieves now know we have technology to on-the-spot identify stolen property so they might think twice before reaching for something which is not theirs. Apollo has proven to be yet another tool we can use to reduce theft across the Borough, with its benefits already being visible."

Police in the Ealing are encouraging everyone to register with the secure National Property Register Immobilise.com website and record all of their identifiable items. This will help the police to identify them and return to their rightful owners should they became lost or stolen.

Radio Tactics Limited (RTL) has raised £1,250 towards `Phil's Million`. This is a challenge set by Major Phil Packer, a Member of the Royal Military Police who was wounded whilst on duty in Iraq. Although he became a paraplegic as the result of his injuries, Major Packer has set himself the task of raising £1 million for the `Help For Heroes` fund by 26th April 2009.

Although he became a paraplegic as the result of his injuries, Major Packer has set himself the task of raising £1 million for the `Help For Heroes` fund by 26th April 2009.

`Help For Heroes` was formed in October 2007 to support UK service men and women who are wounded as a result of current international conflicts. Phil set the date for his challenge as the day of the Flora London Marathon, which he is determined to complete. RTL heard about Major Packer's challenge and decided to raise funds to help him to achieve his target.

RTL's Managing Director, Andy Gill, explains: "The members of the services deserve our unstinting support. Phil is a shining example of their selfless service. Despite his appalling injuries, he is determined to help others in a similar situation. We wanted to support him in his challenge, so we decided to start raising money".

"We held an Open Day to celebrate our move into new premises, and we decided that all of the money raised during the two day event would go towards 'Phil's Million'. Holding an auction at the drinks reception helped us to raise a substantial amount of money and we would like to take this opportunity to thank everyone that supported us at our event".

On the 17th November Major Packer attended our offices where we were able to present him with a cheque for £1,250 and hear all about his up and coming challenges. We wish him the best of luck and hope that he will reach his £1 million target.

The Rt Hon John Denham MP, Secretary of State for the Department of Innovation, opened the new premises of Southampton-based company Radio Tactics Limited (RTL) recently.

The celebrations started with a drinks reception at the Solent Sky Museum: an apt venue as Nicolson House was named after Flt Lt James Nicolson VC. He was the only person in Fighter Command to be awarded the Victoria Cross following the Battle of Britain. The main Open Day was held the next day at Nicolson House.

The Open Day attracted a wide range of visitors, who were able to see demonstrations of the phone testing and development work carried out by RTL. There were various presentations during the morning, by Lt Col Mal Grainger; Azeem Aleem (Head of Criminal Studies at Portsmouth University); Brigadier Ian Fulton OBE (retired from the Royal Military Police); Jack Wraith MBE (Chairman of the Mobile Crime Action Forum); and Detective Chief Inspector Susan Southern (West Midlands Police).

Jack Wraith explained the need for comprehensive and robust mobile phone security solutions. He focused particularly on two databases - Immobilise and the National Mobile Property Register (NMPR). These databases enable police officers to check on the status of mobile phones and other items.

DCI Susan Southern outlined the scale of mobile phone theft in the UK. She then gave details of a trial in which the West Midlands Police had used Apollo, one of RTL's flagship products. Apollo is an innovative solution that enables police officers to check mobile phones on the spot to see if they have been stolen, lost or blocked. She reported that it had made a great contribution towards increasing the detection rate of mobile phone theft.

John Denham commented: "Progressive companies such as Radio Tactics embody much of what Southampton is trying to build in terms of its technological focus. Giving the police technology that helps them to address crime is a win-win situation for the community, government and the economy. I am therefore delighted to be supporting RTL in its activities."

To crack down on cycle thefts officers from the Safer Transport Team held a Cycle Tagging Day over the weekend. Enfield residents were given the chance to bring their pedal cycles to Enfield Police Station and have a free microchip fitted.
Two types of microchips were given out for different styles of cycle frame. Fitted inside the main frame, the microchip allows officers to scan it for an identification number if it is stolen, which can be searched and the rightful owners details obtained via the immobilise website.
In excess of 70 people attended on 24.04.10 to have a microchip fitted to their pedal cycle and officers used a Hermes notepad to register their contact details, which has a direct link to the company Immobilise.com.
Immobilise.com then creates an account and sends the owner an email at home for them to update with other identifiable markers on the bike and place other property on the account like mobile phones/cameras if they wish to do so. This is all traceable via the National Mobile Phone Register. Currently there are 2.5 million people registered with Immobilise.com.
Once the microchip has been fitted to the pedal cycle it cannot be removed.
Sergeant Neal Hemmings, Safer Transport team who was behind introducing the scheme said:“I hope the event will go some way in helping us tackle and prevent cycle theft. A lot of people attended on Saturday and I hope that future events will increase public awareness about bike security and make opportunistic thieves think twice before stealing pedal cycles."
